The primary objective of the EU HTA Submission Lead is to ensure the effective management of EU joint Health Technology Assessment (jHTA) processes and deliverables for key assets. This involves close collaboration with cross-functional partners across the matrix to optimize patient access across Europe and Canada. The role requires leading the planning, drafting, and submission of JCA dossiers, including managing upstream PICO surveys and consolidating results.

ACCOUNTABILITIES

  • Submission Planning: Lead the production of comprehensive JCA submission plans for assigned key assets, highlighting milestones and interdependencies for global cross-functional collaborators.

  • PICO Planning: Ensure timely completion of PICO planning exercises, mapping evidence gaps against requirements and supporting trade-off discussions.

  • Stakeholder Engagement: Manage relationships with EU bodies, including the Commission Secretariat and HTA Coordination Group, and serve as the primary contact for JCA and JSC-related topics.

  • Internal Guidance: Guide internal functional teams and facilitate workshops on HTA developments, fostering collaboration and visibility across contributing functions.

  • Advocacy: Champion EU jHTA needs within Takeda and advocate for resources to support regional activities, especially for assigned assets.

DIMENSIONS

  • Technical Expertise: Requires a deep understanding of HTA payer environments in key EU markets, hands-on HTA submission experience, and advanced project management skills.

  • Leadership: Involves creating an inspiring environment that motivates people to advance the organization, building strong partnerships, and demonstrating strategic enterprise thinking.

  • Decision-Making: Entails working on abstract problems related to EU jHTA, providing direction and decision-making support, and referring critical issues to relevant heads for sophisticated triaging.

  • Interaction: Focuses on fostering solutions-oriented thinking, negotiating and collaborating effectively with partners, and building strong partnerships across functions.

  • Innovation: Requires visionary thinking to drive organizational change and continuous innovation, challenging the status quo, and taking risks to create new solutions.

  • Complexity: Involves navigating high-stakes EU jHTA projects with complexity akin to regulatory filings, impacting all EU member states and other countries indirectly.

EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS

  • University degree in life sciences required; advanced degree preferred (e.g., MA, MBA, MPH, MPA).

  • 10+ years of pharmaceutical experience, primarily in market access and HTA roles.

  • Strong understanding of HTA environment, methods, evidence generation, and payment policy in Europe.

  • Proven leadership in cross-functional teams, fostering collaboration in a matrixed environment.

  • Experience in conducting landscape analysis of HTA environment and developing strategic plans.

  • Proficiency in deploying advanced tools, including gen AI, for complex dossier planning and review.

  • Excellent communication and presentation skills.

  • Direct HTA experience, ideally with AMNOG and/or HAS/CT.

  • Preferred experience in LOC HTA or global roles, especially in France/Germany.

  • Strategic and project planning expertise in HTA contexts, preferably in France/Germany.

  • Ability to review clinical and health economic literature relevant to EU jHTA.
