OBJECTIVES / PURPOSE
This position is responsible for leading EHS related activities required for the design, construction and startup of a new Plasma Derived Therapies (PDT) manufacturing facility in Osaka, Japan. Key objectives include:
Serve as the primary EHS representative on the multi-functional project team and accountable for EHS reviews and deliverables throughout the project
Develop and oversee construction safety program in partnership with project general contractor for the new PDT facility.
Develop and implement core EHS programs required for commissioning and startup of the new PDT facility
Serve as EHS lead for the new PDT facility from commissioning through operation
ACCOUNTABILITIES
Serves as principle EHS representative on the multi-functional project team responsible for the design, construction and commissioning of the new PDT facility.
Provides the project team with guidance on EHS matters and confirms project conforms to company, local, and Japanese EHS-related guidelines and regulations.
Leads EHS activities during the design phase of the project. Activities include:
Leads risk assessments and process hazard analyses during the design process to systematically identify EHS related requirements and risks and develop appropriate mitigation strategies
Defines EHS user requirements for use in vendor/third-party requests for proposals
Coordinates with EHS subject matter experts across Takeda to facilitate EHS reviews and risk assessments
Escalates critical EHS risks to the project team and corporate EHS management as needed
Supervises construction safety management program to ensure safety of contractors and employees during construction of the new PDT facility
Serves as primary contact for project site injury and incident notification, investigation, and corrective/preventative actions
Defines EHS resourcing needs and manages hiring and on-boarding of approved resources to support construction, commissioning and operation of new PDT facility.
Develops, implements, and leads EHS programs required for the sustainment of the new PDT facility from commissioning to operation
Perform other duties as directed by supervisor
DIMENSIONS AND ASPECTS
Technical/Functional (Line) Expertise:
10+ years related EHS experience in site or corporate role
Knowledge of regulations and standards (Japanese building codes, Fire Act, API, Environmental regulations, etc.) for EHS design and review
Knowledge of and experience with participating and/or leading EHS design review activities, including process hazards analysis, for large projects
Experience in overseeing construction safety management program for large construction projects
Experience in developing, implementing, and leading EHS programs for manufacturing operations

Experience working in large company environment with matrix organizations
Must be able to work with site and global SMEs from External Partners, Engineering, Manufacturing, Quality, Regulatory, Procurement, DD&T, etc. in order to meet timelines, budgets and desired outcomes.

EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS
Essential:
- Bachelor’s degree in engineering, chemical engineering, science or similar technical field. Master degree is preferred.
- 10+ years related work experience in site or corporate EHS role.
- Excellent verbal, written and interpersonal communication skills in Japanese and English.
- Effective communicator of project technical information to senior management.
- Strong financial and business acumen.
- Ability to assess and manage stakeholder expectations.
Desired:
Experience in working in pharmaceutical or biotechnology industries
Will work mostly in office environment with requirements to work in manufacturing and support areas.
Will work in controlled environments requiring special gowning. Will be required to follow gowning requirements and wear protective clothing over the head, face, hands, feet and body. No make-up, jewelry, nail polish or artificial fingernails may be worn in the manufacturing environment.
Must be able to work multiple shifts, including weekends and extended hours, as required.
5% travel, including potential international travel, may be required to other Takeda facilities to interact with other colleagues as part of professional development and/or project support.

Salary Increase: Annually, Bonus Payment: Twice a year
Working Hours: Headquarters (Osaka/ Tokyo) 9:00-17:30, Production Sites (Osaka/ Yamaguchi) 8:00-16:45, (Narita) 8:30-17:15, Research Site (Kanagawa) 9:00-17:45
Holidays: Saturdays, Sundays, National Holidays, May Day, Year-End Holidays etc. (approx. 123 days in a year)
