Job Description


  • The Public Affairs Manager is to support the shaping of the external and political environments by engaging/interact with national, regional and local government bodies/agencies, and legislatives, as well as other stakeholders and influencers, to represent and protect the organization business plans and interests.
  • This includes but is not limited to policy shaping, healthcare ecosystem strengthening including the development of strategic government partnerships (e.g. PPP) and political advocacy to maximize public health portfolio, e.g., dengue vaccine and rare-complex diseases share of voice in policy making processes and to maximize the impact of Takeda’s presence in designated portfolios.
  • The Public Affairs Manager will create and execute our local market communications strategy, oversee all external communications, play a key role in building, protecting, and enhancing Takeda’s corporate reputation and drive both long- and short-term activities that align to the business objectives.
  • He/She will also play a key role in the organization in building, enhancing and protecting Takeda’s corporate reputation and lead crisis management.


1. Engages and maintains professional relationships with members of national and local government entities and relevant government agencies as well as other stakeholders and influencers such as media, KOLs, partners, spokespersons.

2. Researches and monitors government and its thinktank activities that could shape healthcare ecosystem in overall and affect the organizations business.

3. Scans and interprets relevant policies, regulations and trends and share it on a regular basis to relevant internal stakeholders.

4. Ensures the public affairs efforts are aligned and coordinated with other relevant functions to confirm prioritization and impact.

5. Collaborates with internal network (I-SEA, GEM, Global), industry advocates, and other relevant stakeholders includes but is not limited to healthcare professional associations, hospitals associations, etc. for policy priority and policy development.

6. Able to articulate our Vaccines and Access to Medicine initiatives and connect internal team strategic imperative and tactical plan to enable faster and better access to our innovative medicine.

7. Understands all relevant rules, regulation, and procedures related to compliance.

8. Demonstrates Patient, Trust, Reputation, and Business (PTRB), ethical and compliant behavior in all activities.

9. Develops and implements the organization’s overall communication strategies and campaigns  aligned with Global and MCO strategies and guidelines.

10. Devises comprehensive and effective communications strategies to mitigate risk and preparation of issues/crisis management, including leading the coordination of issues/crisis management at country level.

11. Defines and drives innovative and integrated communications programs relevant to external stakeholders including healthcare professionals, media, social media influencers, patient groups/society, community groups to positively impact public health in line with Takeda’s vision.

12. Main liaison with PR and creative agencies to ensure that Takeda’s core messages, brand essence and the organization’s value propositions are promoted both internally and externally to relevant audiences.

1. Bachelor degree or higher, preferable in public health or public policy or health policy

2. 4-5 years’ experiences at middle management role of public affairs, corporate affairs, and/or government affairs, and Corporate Communications or Public Relations in healthcare industry

3. In-depth knowledge and understanding of the Philippine healthcare system, health system inter-dependencies, and practices; in relation to authorities and related political decision- making processes and mechanism

4. Proven ability to develop trust-based relationships with key government officials and parliamentary representatives

5. Demonstrated experience with all types of social media and with exposure to PR agencies
