OBJECTIVES/PURPOSE

  • Provide the vision and lead Global Chapter capabilities build-out, defining clearly specific chapter capabilities, with a harmonized set of roles and skills around QA, Validation & Testing.

  • Ensure that products and solutions are designed and delivered consistent to corporate IT standards, policies and procedures, including project management frameworks.

  • Ensures execution of global governance form local level to global is according to Takeda Quality Management System (QMS), Software Development Life Cycle (SDLC) and IT Project Life Cycle (ITPLC) standards, policies and procedures.

  • Elaborates the data, digital and information technology needs of the ICSS & GDD&T organizations through a combination of partnering and services experience, leadership, business knowledge and technology expertise

  • Proactively engage with ICSS, Platform and GDD&T organizations to understand current and future needs to design, plan, and prioritize a IT QA strategy for the Chapter, including roadmap and portfolio of projects to solve the identified IT quality requirements or opportunity areas.

ACCOUNTABILITIES

  • Lead the team of local Chapter Leads or subchapter Leads based on the size of the global chapter.  

  • Lead the global chapter as an experienced practitioner and be a role model to the members, team leaders and Chapter Leaders. 

  • Manage complex and difficult escalations, risks and issues related to the chapter specific services delivered by the Global Agile teams.  

  • Analyze and solve unique and complex problems, requiring broad-based solutions, across the chapter and regions globally.  

  • Ensure that projects and solutions are designed and delivered consistent to corporate project management framework and standards.

  • Lead the development of the domain specific IT QA Strategy for ICC & ICSS operating model.

  • Partnering with ICSS & GDD&T leadership members, and DD&T stakeholders to ensure - Business alignment at strategic, tactical and operational level. Aim to prioritize the business IT requirements, investment and roadmap alignment. Maximize the value impact of technology.

  • Define the target IT end state in collaboration with ICSS & GDD&T, plan and align the resource requirements and capacities in regards to priorities and roadmap.

  • Lead evaluation, definition and governance of application standards. Define and evolve the overall domain architecture.

  • Develop and maintain effective working relationships with key stakeholders of strategic vendors, service providers and other external collaborators, this to improve productivity, consolidate vendors, implement a consistent location and make vs buy strategy.

  • Develop global teams towards targets, develop key talents, drive succession planning for critical roles and lead efforts in ‘being digital’. Drive synergies in collaboration with GDD&T and ICSS organizations.

  • Recruit, develop and lead an effective team who collectively understand technology capabilities available / required for innovation as well as IT QA standards, policies and procedures.

  • Manage team's activities within established budget, and continuously seek opportunities to reduce costs while maintaining agreed service levels and performance targets.

Technical/Functional Expertise

  • Strong IT Quality business background

  • Technology standardization and management across a global network of ICCs.

Leadership

  • Excellent stakeholder management of GDD&T & DD&T leaders and influencing skills

  • Solid communication skills across multiple distributed stakeholders within IT and business

  • Experience in IT strategy definition and its alignment in a global & matrix organization.

  • Experience in managing and developing managers

  • Experience in transformation programs

Decision-making and Autonomy

  • Capacity to recommend organizational change requirements

  • Strength to provide decision and impact recommendations

  • Confidence to challenge priorities, decisions and visions/strategies

Interaction

  • Strong experience in collaboration with external service provides in IT (consulting + software companies)

  • Strong experience in collaboration with business and IT leaders across all organizational levels and geographies (global and local)

Innovation

  • Experience in cutting edge technology decisions or implementations

  • Using external knowledge (e.g. benchmarking, conferences, ext. working groups) to drive digital innovation.

Complexity

  • Experience in product management within IT

  • Experience with IT transformation

  • Experience with a mix of business operating model and IT solutions (central vs. decentral)

EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS:

  • Bachelor's Degree is required; Graduate degree in relevant field is desired

  • 15+ years of experience in Information Technology

  • 10+ years of experience in people management

  • Proven experience in a fast-paced Agile environment  

  • Proven experience as a practice director in a consulting organization or/ and manager in a large enterprise.  

  • Proven experience leading IT QA organizations with regional or Global Scope.

  • Experience with Project Management, SDLC,COBIT and ITIL frameworks and processes

  • Developing and driving the high performing technical teams  

  • Leading and managing international and global teams 

  • Managing people and the high complex organization with more than 50 employees 

  • Understand current and emerging technologies and their potential application and translate those into business opportunities, cases, needs and implementation roadmaps

  • Proven competences in stakeholder alignment, business need analysis, customer focus and result focus, delivery and people management.

  • In-depth knowledge of pharmaceutical GMPs, SOX, EMA, IT best practices, FDA Guidance
